
DAVID LOWE
David Michael Lowe was born on August 21, 1964 in Denton, Texas. David is a 1986 graduate of the University of the Ozarks, Clarksville, Arkansas, where he graduated with honors (magna cum laude) in obtaining his Bachelor of Science degree. While in college, David was awarded a three-year ROTC scholarship and was commissioned through ROTC in May 1986 into the Army Reserve as a Second Lieutenant of the Adjutant General’s Corps. David deferred his entry into the military to study law at the University of Arkansas School of Law where he obtained his Juris Doctor in May 1989. He was admitted to practice law in the State of Arkansas and entered onto active duty in the Judge Advocate General's Corps of the United States Army in 1990. He was admitted to practice law in the State of Missouri in 1996.
David is a graduate of Command and General Staff College, the Judge Advocate General's Corps Officer Advanced Course, and the Judge Advocate General’s Corps Officer Basic Course. David’s military assignments include serving during Operations Desert Shield and Desert Storm at Fort Knox, Kentucky. During his tenure at Fort Knox, Kentucky, David served as a Legal Assistant Officer, Prosecuting Attorney, and Environmental Law Specialist. He litigated approximately 45 courts-martial as a prosecutor, which included convictions for serious crimes such as aggravated assault and rape. In March 1994, David was assigned to Fort Leonard Wood, Missouri where he served as a criminal defense attorney for more than three years. During his tenure at Fort Leonard Wood, David litigated over 40 courts-martial, some of which made the national news. In June 1997, David transitioned from active duty service to the State Judge Advocate’s Office of the Missouri Army National Guard and entered private law practice with his law partner, Kimberly Faith Lowe. His assignments in the Missouri Army National Guard include being deployed in Support of Operation Iraqi Freedom in Baghdad, Iraq from 2007 to 2008 as the Command Judge Advocate for the 35th Engineer Brigade at Fort Leonard Wood, Missouri. David has been serving in the rank of Colonel as the State Judge Advocate of the Missouri Army National Guard at Joint Forces Headquarters in Jefferson City, Missouri since August 2009. David’s military affiliations include the American Legion, Association of the United States Army (AUSA), National Guard Association of the United States, Missouri National Guard Association, and the Military Officer’s Association of America.
David’s awards and decorations include the Bronze Star Medal, Meritorious Service Medal with Oak Leaf Cluster, Army Commendation Medal, Army Achievement Medal, Army Reserve Component Achievement Medal with three Oak Leaf Clusters, National Defense Service Medal with Bronze Star, Iraq Campaign Medal with Campaign Star, Global War on Terrorism Service Medal, Armed Forces Reserve Medal with ‘M’ Device, Army Service Ribbon, Overseas Service Ribbon, Army Reserve Component Overseas Training Ribbon (2nd Award), Missouri Expeditionary Ribbon, Missouri Long Service Ribbon, and the Meritorious Unit Commendation.
In September 1995, Kimberly established their law firm "on the square" in downtown Waynesville. David joined the firm in June 1997 and established their law firm as Lowe & Lowe, L.L.C. Lowe & Lowe currently represents or has represented a number of local entities and business organizations including the City of Crocker, Pulaski County Sewer District #1, Waynesville Fire Protection District, Crocker Rural Fire Protection District, Dixon Rural Fire Protection District, Duke Rural Fire Protection District, Nebo-Falcon Fire Protection District, Pulaski County Tourism Bureau, Pulaski County Fine Arts Association, Good Samaritan Resource Center of Pulaski County, Texas County Water Districts #1 and #2, and Wright County Water District #1.
David is the co-owner of Lowe & Lowe, L.L.C. in Waynesville. He primarily concentrates his legal representation in the areas of Criminal Defense and Traffic Law. Additional areas of his practice include Adoption Law; Guardianships, Conservatorships and Probate Law; Wills, Trusts and Estate Planning; Civil, Municipal Law and Trial Work; and Military Law. David has been serving as the Waynesville Municipal Court Judge since January 2011. David is a member of the Missouri Bar; Western District Federal Court of Missouri; Missouri Association of Criminal Defense Lawyers; Arkansas Bar; Pulaski County Bar Association; Court of Military Review; and Court of Appeals for the Armed Forces.
David’s civic affiliations include serving on the Waynesville-St. Robert Chamber of Commerce Board of Directors from March 2000 to June 2006 and as the President of the Chamber from June 2002 to June 2004. David has been serving as a Chamber Ambassador Emeritus since 2007 and was honored as the Ambassador Emeritus of the Year in 2010. David has been a member of the Pulaski County Bar Association since 1997 and he served as the President of the Pulaski County Bar Association from October 2004 to April 2006. David has been serving as a Vice-Chairman of the Missouri Bar Association's Military Law Committee since 2007. David served as the Honorary Chairperson for the Pulaski County Salvation Army Tree of Lights Campaign in 2004, and he has been serving on the Pulaski County Salvation Army’s Board of Directors since January 2005. David has also been serving as a member of Rotary Club of Pulaski County since 2005 and a board member 2009.
Lowe & Lowe, L.L.C. has been a member of the Waynesville-St. Robert Chamber of Commerce since 1997. Lowe & Lowe, L.L.C. has also been a member of the Committee of Fifty and the Armed Forces YMCA since 2000 and David is actively involved with these civic organizations. Lowe and Lowe, L.L.C. has been a proud sponsor of Pulaski County sports programs since 2001 and David has served as coach of youth soccer or basketball teams in Waynesville since 2001. David is a charter board member and has been serving as the Vice President of the Pulaski United Futbol Club since 2009. David also served as the Head Coach of the Maranatha Baptist Academy high school basketball team in St. Robert from 2004 to 2006 and has been the Assistant Head Coach since 2009. David and Kimberly are active members of Maranatha Baptist Church and David has been a member of Gideons International since 2000.
